Resident asks to use county land beside library for ADA‑compliant garden and storytime area

Pam Burgamy asked commissioners during the June 24 work session for permission to use county property beside the library to create a fenced, ADA‑compliant garden where children can read, have storytime and gather for programming. She proposed using remaining construction funds and treating an existing fence.
Commissioner Gerald Douglas raised concerns about whether the parcel might be needed for future fire department expansion; County Manager Thomas Weaver and Vice‑Chairman Timothy Biddle said the parcel is not slated for fire‑department use. Chairman Charles Coffey said the commission could move the item forward administratively if no vote is required; otherwise staff will put it on a future agenda for formal action.
Commissioners also asked that any garden plan include ADA compliance details and fencing maintenance work already identified by the resident.
