Commission forwards Riverbend dock to bid process and approves routine administrative items

The commission approved sending the Riverbend Park fishing pier project out to bid and, at the Sept. 22 work session, County Manager Thomas Weaver reported only one bid had been returned: an 80‑by‑10‑foot fixed dock from Wahoo Docks of LaGrange for $90,582.11. Weaver said he would ask the commission to award the contract pending required Army Corps of Engineers permitting, noting there are "only a few dock places that can work under the Corps of Engineers" for such projects.
At the Sept. 2 meeting the commission also approved a set of routine administrative measures by voice vote, all unanimous: the reappointment of Martha Burgamy to the Department of Family and Children Services board, a change of the county retirement plan administrator from Corebridge to ACCG, renewal of the DFACS lease, implementation of a Caselle payment portal for online payments, and adoption of the GEMA IPAWS alert system.
The commission approved a year‑end budget clean‑up amendment to reallocate funds among departments per Exhibit A in the minutes. Exhibit A lists line‑item adjustments across departments; examples include an EMS salary actual of $309,235 versus a budget of $275,000 (a $34,235 delta) and courthouse utilities actuals of $32,432 versus a budget of $25,000. The commission also discussed several capital and facilities projects at a Sept. 22 work session — including a storage-building project at 215 McNaughton St., which Weaver said “has become more complex, instead of hiring a contractor, we have become our own contractor” — and planned to place those items on a future agenda for action.
Next steps: staff will seek Corps permitting for the Riverbend dock and bring a contract award to the commission if the permit and other procurement conditions are met; other administrative items will be implemented by relevant departments.
