The complaint was raised by Teresa Parrish and presented by JD Abercrombie, who said a citation or warning was issued Sept. 13 for dirt on a driveway that had washed onto the road after a rain event. Abercrombie questioned why some driveways received warnings and others apparently did not, and he said the county later opened a work order to make Patterson Road passable. County Manager Thomas Weaver told the commission the warnings are part of a formal system to notify residents of problems and that staff address high‑priority repairs as resources allow. Chairman Charles Coffey said, "a warning is a courtesy and we do not have to give them," and emphasized staff are doing the best they can with available resources.

Several items were tabled for further consideration, including a Board of Education request to use Old City Hall, a cardboard compactor at the county recycling site, the county engineer‑of‑record appointment, and cemetery bylaws. The county attorney said the election ordinance on the agenda had not completed the three‑week advertising requirement and could not be finalized at the meeting.
The board moved into executive session at 6:57 p.m. to discuss personnel and legal matters and reconvened at 7:44 p.m. Attorney Bin Minter said the county currently has two matters on file in Superior Court — an appeal (Case 23‑CV‑0257) and a lawsuit; the minutes reference a potential exposure or claim amount of $5,000,000 as part of the public record. Chairman Coffey said no votes occurred during the closed session.
The commission adjourned at 7:48 p.m. The board rescheduled its regular November meeting to Nov. 12 at 9:00 a.m.
