Applicant James Shulterbrondt identified himself and said he owns the property and intends to place a manufactured home on the lot. Commissioners asked whether an existing camper and three sheds were on the property; Shulterbrondt confirmed the camper and sheds are present. A neighbor spoke in support. Chairman Charles Coffey explained that the conditional-use process exists so property owners may seek permits for manufactured homes without meeting a five‑acre requirement.
Commissioner Timothy Biddle moved to approve the permit; Commissioner Jason Frost seconded. The minutes record the commission's vote as unanimous. The motion and the minutes state the permit is subject to standard conditions, including required septic/percolation tests and other applicable health and zoning approvals.
The hearing was opened at 6:00 p.m. and closed at 6:35 p.m., and the board then recorded the approval in its July 24 public‑hearing minutes. County staff will verify septic/perk and other permitting conditions before final administrative issuance of the permit.
