County work session: Friendship Road paving finished; new payment portal to launch Dec. 1

Vice‑Chairman Timothy Biddle convened the Nov. 24, 2025 work session at 9:00 a.m.; County Manager Thomas Weaver provided project and operations updates.
Weaver reported public‑works activity: banners installed on Broad Street, storage building slab finished, Friendship Road paving completed and awaiting striping (Two Rivers contracted for striping on Liberty Hill and Riverbend roads), and Broad Street cleanup underway for an upcoming parade. City Hall interior demolition is complete and interior work is progressing. For water operations Weaver said three small leaks were repaired, well #4 on Patty Drive is complete pending lab samples, and the trash collection schedule for the holidays has been posted.
Weaver told the board the Caselle payment system is scheduled to go live Dec. 1; Xpressbill Pay will be retired and the county will accept credit cards at the recycling center. The work session proposed several agenda items for the Dec. 2 regular meeting, including choices for the 2026 meeting calendar, the 2026 employee holiday calendar, reappointment of Thomas Weaver to Two Rivers, and formal adoption of an ACCG retirement resolution.
The board entered executive session at 9:16 a.m. to discuss land matters and reconvened at 9:41 a.m.; Vice‑Chairman Biddle said discussions fit exceptions under state law. The work session adjourned at 9:42 a.m.
