The Commission reviewed late Circuit Breaker Abatement filings, approving those that qualified and denying one application where reported income exceeded allowable limits after a motion by Commissioner Greg Jensen, seconded by Commissioner Ralph Brown; the motion passed unanimously.
Departments requested multiple personal property items be declared surplus; Commissioner Ralph Brown moved to declare the listed items surplus and authorize disposal, Commissioner Greg Jensen seconded, and the motion passed unanimously.
HR Director Craig Blake reviewed a Group Health contract and a Group Stop/Loss contract with MotivHealth for 2026 and reported generally positive experience. Commissioner Greg Jensen moved to approve both agreements, Commissioner Ralph Brown seconded, and the motions passed unanimously.
Events Director Jessica Hutchings presented agreements with entertainer Winnie Brave (Rocky Mountain Honky-Tonk) and with the Broken Heart Rodeo Company for fair entertainment; the Commission approved both agreements by separate motions and recorded unanimous approvals.
A previously recommended request to fund a public art mural in Richfield for $3,000 was denied. Commissioner Greg Jensen moved to deny the request; Commissioner Scott Johnson seconded and Commissioner Ralph Brown abstained. The motion to deny passed.
The meeting recessed for a budget hearing and later approved a 2025 general fund increase of $1,065,000 (see separate item). A public hearing on a proposed market adjustment for county employees produced no public comment and closed the same day.
The actions recorded in the minutes were procedural and routine; no further implementation details or vendor contract amounts (beyond the MotivHealth vendors named) were specified in the minutes.
