Sevier County commissioners approve hires, tax adjustments and set Brooklyn Zone public hearing

The Sevier County Commission on Oct. 13 approved a slate of routine administrative measures and set a public hearing to consider a zoning change for the Elsinore Addition.
Clerk/Auditor Steven C. Wall and other county staff presented items that the three commissioners — Scott Johnson, Ralph Brown and Greg Jensen — approved by unanimous votes. The actions included approving minutes and the September payment report and declaring a list of personal property items surplus for disposal.
HR Director Craig Blake recommended hiring three individuals to fill vacant positions. The commission approved Tristin Armstrong as a full-time AEMT (Grade 13) at $21.60 per hour, effective Sept. 8, 2025; Hailey Christensen as a full-time Paramedic (Grade 15) at $23.55 per hour, effective Sept. 22, 2025; and Ty Blackburn as a full-time Deputy Sheriff Recruit in the jail (Grade 15.2) at $23.55 per hour, effective Oct. 8, 2025. Commissioner Ralph Brown moved to approve the hires; Commissioner Greg Jensen seconded the motion and it passed unanimously.
Clerk/Auditor Wall and Tourism Director Amy Myers explained the county needs to upgrade its CivicPlus Archive Social account from the Economy to the Standard Plan to accommodate additional Facebook pages for trails and tourism promotion. The commission approved the amendment to the CivicPlus agreement.
Myers also presented four participating partner agreements with ELEV8 Utah under the Utah Office of Tourism Product Development Program; the commission approved those agreements.
The Board of Equalization convened during the meeting. Assessor Terri Hartle reviewed Hearing Officer recommendations and assessor adjustments. The Hearing Office recommendations and stipulations presented totaled approximately $3,293,684 of taxable value adjustments, while separate assessor adjustments (largely classification changes and basement completions) showed a net decrease of about $2,059,744 in taxable value. Hartle also reviewed parcels affected by the Monroe Canyon Fire and proposed reducing land values by about 25% and burned cabin values by about 50%, estimating a county tax-collection reduction of roughly $114,110; commissioners noted greenbelt assessment limits constrained larger reductions. Following discussion, Commissioner Ralph Brown moved to approve the market and tax adjustments as recommended; Commissioner Greg Jensen seconded and the motion passed unanimously. The Board of Equalization closed at 2:00 p.m.
Commissioner Greg Jensen moved to set a public hearing for Monday, Nov. 10, 2025, at 1:45 p.m. to consider amending Sevier County Code Chapter 154 to add the Brooklyn Zone. Executive Director Malcolm Nash said the proposed zone would largely cover the Elsinore Addition and would permit homes other than mobile homes, giving the zoning office more tools to manage new construction. The hearing date was set by unanimous vote.
The commission had brief reports from Commissioner Jensen on statewide and regional meetings, including discussion of Wildland Urban Interface mapping under HB48 and pending appellate action related to Seven County Coalition projects. The commissioners adjourned at 2:09 p.m.
