Sevier County approves indigent defense grant, tax-roll adjustments, contracts and adopts resolution declining cultural-facilities tax

The Sevier County Commission on July 14 approved a series of routine but substantive actions, including a 2025–26 Indigent Defense grant agreement, assessor value adjustments that increased the tax roll by roughly $243,231, multiple contracts, and Resolution 2025-7-1 declaring the County will not impose a botanical, cultural, recreational and zoological facilities tax.

Johanna Williams of the Indigent Defense office reviewed the grant agreement and said she was seeking reimbursement of about $6,000 for expert witness expenses from the last year; she also warned the County may need to increase next year’s indigent defense budget because child welfare caseloads continue to rise and may require additional court time for attorneys. Commissioners approved the grant agreement unanimously (motion by Commissioner Ralph Brown; second by Commissioner Greg Jensen).

Clerk/Auditor Steven C. Wall, reporting for the Assessor, said infrastructure upgrades in Monroe Hot Springs Estates II and changes in residency status on some parcels resulted in an increase to the tax roll of about $243,231; the Commission approved the recommended assessor adjustments unanimously (motion by Commissioner Greg Jensen; second by Commissioner Ralph Brown).

Other approvals included ratifying a bailiff and court security services agreement with the Utah Sixth District Court, entering a Legal Services Agreement with the Utah Association of Counties, adding a Richfield City appointee seat to the Tourism Advisory Board and approving the Tourism Advisory Board’s recommended Transient Room Tax expenditures. The Commission also voted to withdraw Sevier County from a CDBG grant application for a freezer intended for the Central Utah Food Sharing Program because proceeding could create open-ended fiscal exposure.

The Commission agreed to purchase parcel 4-88-17 for $1,500 to preserve its use as a roadway; County Attorney Casey Jewkes noted the property was purchased at a tax sale years earlier and the owner accepted the $1,500 offer. Departments’ requests to declare various items surplus were approved and an Assignment Order with Jones & DeMille Engineering for FEMA floodplain management work (to be reimbursed with a grant) was ratified.

Auditors Rick Roberts and Gabe Miller of Kimball & Roberts presented the 2024 financial audit, which the auditors said "present fairly in all material respects" the County’s financial statements; they noted one finding that several vehicles had not been placed on the fixed-asset depreciation schedule. The Commission accepted the audit unanimously.
