Sevier County ratifies grants, agreements and personnel actions including BLM right-of-way and Pacificorp vested-rights deal

At its June 9 meeting the Sevier County Commission approved several contracts, grants and personnel actions: BLM right-of-way for Sage Flat Road realignment, UDOT liability assumption for a volunteer beautification project, a $20,000 Forest Service grant modification, event and marketing contracts, multiple new hires, tax refunds and an agreement with Pacificorp related to utility relocation.
Sevier County Commissioners approved a package of agreements, personnel actions and grant modifications during their June 9 meeting, including infrastructure, public-safety and tourism contracts.
Road Superintendent Bob Watts reviewed and the Commission approved a right-of-way grant with the Bureau of Land Management to realign part of Sage Flat Road, moving the roadway onto Title 5 federal land under the Federal Land Policy and Management Act. Watts also outlined a one-evening volunteer beautification project near Lost Creek; because participants include minors, the Commission approved a Liability Assumption Agreement with the Utah Department of Transportation to allow supervised cleanup work with traffic control in place.
The Commission ratified a Forest Service grant modification that adds $20,000 to funding for the sheriff to provide services to the Forest Service. The Commission also approved several tourism-related contracts presented by Tourism Director Amy Myers, including timing services for the Rooster Ride (Brooksee, Inc.), a Visa Destination Insights marketing participation agreement, and a facilities-use agreement with Snow College for the Miss Sevier County Pageant. The Commission approved Travel Advisory Board expenditure recommendations as presented.
Personnel and financial items approved included two new county job descriptions (Events Manager and Events Coordinator, approved after removing a specified essential-function line), and several recommended hires: Jason Winch (Road Maintenance Operator II, Grade 15, $25.26/hour, effective May 19), Loren Bliss (Road Maintenance Operator I, Grade 14, $22.29/hour, effective June 2), Malena Hunt (part-time GPS Technician, Grade 9, $19.11/hour, effective June 2), and part-time Weed Control Sprayers McCoy Allinson and Trinity Bodenschatz (Grade 9, $18.76/hour, effective June 2 and June 9). The Commission also approved refunds for overpayments of personal property taxes to multiple businesses and an abatement of $2,058.66 for parcel 1-S13-7 related to an assessment error that was corrected for 2024.
The Commission reviewed and ratified a vested rights agreement with Pacificorp (d/b/a Rocky Mountain Power) related to a Glenwood-area road project that will encroach on utility facilities. Under the agreement, Rocky Mountain Power will bear the expense of relocation now; the county will be responsible for costs of any future required relocations. The minutes record unanimous approval for the agreement.
Commissioners also declared select personal property items surplus and authorized disposal. Several motions across these items were made and passed unanimously, typically recorded as motions by Commissioners Jensen or Brown and seconded by the other commissioner present.
One pending item remains unresolved: a request from Vertical Bridge Reit LLC to lease (with option to purchase or easement) a small parcel near the fairgrounds' horse stalls; commissioners requested additional information and took no action at the meeting.
The meeting recessed for a closed session to discuss purchase of real property and later approved an offer of purchase for a parcel; the county agreed to pay the purchase amount plus taxes for the prior four years up to $1,500.
