Sevier County Commission opens budget for intra-fund transfers, approves hires, contracts and surplus declarations

Sevier County commissioners on Jan. 26 voted to open the county's current budget so staff can move funds between the Landfill Fund, Class B Road Fund, and the General Fund to reflect equipment exchanges among departments. The vote followed a public hearing during which Clerk/Auditor Steven C. Wall explained the transfers are needed so equipment already owned by the county can be reclassified into a transfer line item across funds.
Why it matters: The budget action formally allows value to move between funds for equipment that will be exchanged among the Road Department, Fairgrounds, and Landfill. That administrative step lets departments account for assets in the correct fund without buying or selling equipment outside the county.
Routine approvals and contracts: During the meeting the Commission approved several routine items on unanimous votes: the January 12 minutes were approved; HR Director Craig Blake recommended and the Commission approved three hires (Lillian Nay, full-time paramedic; Kasie Christensen, part-time nutrition driver; and Austin Pato, deputy sheriff recruit); and the Commission declared multiple department items surplus and authorized disposal.
Roads and fair contracts: Road Department Supervisor Brodie Bagley explained an amendment to the Central Valley Town Road Maintenance Interlocal Agreement to include maintenance of a newly completed bike path along the highway; the Commission approved the amendment. Events Manager Jessica Hutchings reviewed a Vendor Management Agreement with Liz Geer for vendor coordination at the 2026 Sevier County Fair; the Commission approved that contract as well.
Parcel sale: The Commission reviewed Parcel 2-A2D-24, a narrow strip of county-owned land with limited public utility, and voted to declare it surplus and offer it to neighboring property owner Denton Nielson at the current assessed value.
What happened procedurally: Each of these items was considered and approved by motions from Commissioners (for example, Commissioner Greg Jensen moved to open the current budget and allow the transfer of funds; Commissioner Ralph Brown seconded; the vote was unanimous). No public opposition was recorded in the hearings on the budget or these routine items.
Next steps: Staff will record the budget transfers in county accounting once processed and will proceed with the surplus sale and vendor contract implementation as authorized by the Commission. The County Clerk's office will publish the updated budget actions and contract documentation in the county records.
