Fulton County commissioners approve $135,622.38 in payables, hire enforcement officer and revise benefits policy

FULTON COUNTY, Pa. — The Fulton County Board of Commissioners unanimously approved a slate of administrative and fiscal items at its Jan. 13 meeting, including $135,622.38 in accounts payable, the hire of an Enforcement Officer for Domestic Relations and a revision to the county’s employee health insurance opt‑out payment.
Commissioner Hervey P. Hann moved to approve the accounts payable totaling $135,622.38, which the minutes itemize across funds (General Fund $66,644.09; Capital Projects $64,720.44; 911 $3,874.57; Domestic Relations $291.06; SFC Technology Grant $92.22). The motion carried with all commissioners voting in favor.
Domestic Relations Director Tina Gress requested permission to fill a vacant Enforcement Officer 1 position. Commissioner Randy H. Bunch moved to hire Angie Horton to the union position, effective Jan. 26, 2026; the board approved the hire and the Salary Board set the salary under the Collective Bargaining Agreement.
Interim County Treasurer Amy Bishop presented the Treasurer’s report for the month ending Dec. 31, 2025, and Commissioner Hervey P. Hann moved to approve and execute the 2026 Certification of County Funds; that motion passed unanimously.
The board approved the 2025–2030 Franklin/Fulton Grant Agreement (#4100101172), designating Franklin County as the single county authority for administration of the Drug & Alcohol Program under the terms of that agreement. Commissioner Randy H. Bunch moved to approve and execute the agreement; the motion passed with all commissioners in favor.
Human Resources Administrator Mary Huston presented a proposed 2026 pay scale, which the board approved. The board also approved a revision to the HR manual (Section 212, "Employee Benefits") establishing an opt‑out payment for eligible employees who waive health insurance: the payment is prorated for the year, capped at $1,020 ($85 per month), excludes the waiting period when calculating payment, and is paid with the final payroll in December or upon resignation; employees must leave in good standing to receive the payment.
Commissioners approved several invoices and vendor items, including the CCAP PCoRP second‑installment invoice for $45,442 and an SAP&DC local/transportation support invoice for $8,598. The board approved a renewal quote for ASPIRE two‑factor authentication, and revised the LERTA application to require inspection by the Zoning Officer or Fulton County Planning.
The board also approved an application for burial expenses for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968) with payment to surviving spouse Janet McGinnis, and accepted Ronald Richards as the county’s real estate agent for the property at 119 N. 2nd Street in McConnellsburg with a commission quote of 3 percent of the final sales price.
Procedural motions — including multiple entries and exits from executive session for legal and personnel matters and approval of previous reorganizational minutes — were recorded as unanimous votes. The meeting adjourned at 11:33 a.m.
