Cameron County commissioners post 2025 budget for public review, select C&N for short-term financing and authorize $40,000 loan

Cameron County commissioners on Dec. 5 approved a package of routine financial and administrative actions, including posting the proposed 2025 budget for public viewing and selecting Citizens & Northern Bank as the preferred lender for a tax anticipation note (TAN), subject to Pennsylvania Department of Community and Economic Development approval.
The board unanimously approved a service agreement with Definiti for governmental pension actuarial services and adopted the 2025 meeting and holiday schedule. Commissioners also ratified Resolution No. 2024-9 to accept a Local Share Fund statewide grant for a courthouse roof replacement and approved Resolution No. 2024-11 certifying the county's local match for state operating financial assistance with the Area Transportation Authority of North Central Pennsylvania.
On county financing, the commissioners acknowledged TAN proposals from Northwest Savings Bank and Citizens & Northern Bank and chose the C&N offer, contingent on DCED approval. The board approved Resolution No. 2024-10 related to the TAN. The board also authorized a $40,000 loan from the county to the Cameron County Industrial Development Authority, to be secured by mortgage and promissory note, to support purchase of four parcels from GKN Sintered Metals; after discussion of the property's location and acreage, the motion passed unanimously.
Commissioner Moate moved to post the proposed 2025 budget for public viewing; Commissioner Zucal seconded. The board set a special meeting for Dec. 30, 2024 to finalize the budget. Treasurer reporting in the meeting minutes shows November expenditures of $335,742.33, and the clerk recorded receipt of $205,808 in DCED Community Development Block Grant funds for 2024.
The board accepted, with regret, the resignation of Sophia Fragale as recreation director. The minutes list Nancy Fragale of the Cameron County Echo among visitors; during Good of the Order she asked about local business rumors. "The rumors are not true," Commissioner Herzing said about plans for a Nittany Minit Mart in Emporium, adding that Fuel On "does not plan to close" and is expected to receive upgrades to gas pumps and the building in the new year.
Commissioner Herzing also addressed why the county's 2023 audit has not yet been completed, saying the contracted auditing firm is short-staffed and the county's accounting processes contribute to delays; she said she is pursuing changes to speed the auditing process. The meeting adjourned at 10:38 a.m.; the next regular meeting is scheduled for Dec. 19, 2024 at 10:00 a.m.
