Charlevoix County board approves millage allocations, grants, donations and procedural changes

The Charlevoix County Board of Commissioners voted on a slate of resolutions and appointments during its March 11, 2026 meeting.
Grandvue Operating Transfer: The board authorized a transfer of $20,235.99 from the Capital Depreciation Account to the Grandvue Operating Account to pay vendor invoices for parking-lot drainage work ($12,897.00) and multiple domestic water system upgrades and related contract documents (totaling $7,338.99). The resolution (26-020) was adopted.
February Expenditures: The Audit Committee recommended approval of February invoices and the board approved total county expenditures of $2,243,981.65 as presented (resolution 26-021).
Parks Millage Allocations: The board accepted the Parks Millage Fund Work Group recommendations and approved distribution of $98,770.47 to city, village and township requests as outlined in the work group materials (resolution 26-022). The motion passed by roll call vote 4-0.
2026 Marine Safety Grant: The board approved renewal of the Marine Safety Program grant application and authorized the Fiscal Officer to sign the renewal (resolution 26-023).
Donation to Commission on Aging: The board accepted a $3,200 donation from Boehm Services Inc. designated for raw food costs for the Charlevoix County Commission on Aging (resolution 26-024).
Amended Rules of Procedure: The board reviewed and adopted the 2026 draft amendments to the Rules of Procedure as presented (resolution 26-025).
FY2027 Resolution of Intent and Appointment for Transit: Pursuant to Act 51, the board adopted a resolution of intent for Charlevoix County Public Transportation to apply for state assistance for FY2027, listing estimated funding sources (federal $497,935; state $917,871; local $1,215,498; fare box $75,000; other $60,000) and total estimated expenses of $2,766,304. The board also appointed Joseph Kroll as Transportation Coordinator for public transportation matters (resolution 26-026).
Other business: Under unfinished business, the board voted to table the Parks Logo discussion until the March 25 night meeting; the motion carried 3-1 with Commissioner Robert Jess recorded as the lone nay. An appointment of Julia Drost to the Charlevoix County Transit Advisory Committee was approved earlier in the meeting.
The meeting concluded with unscheduled public comment from Marion Township resident Tom Conlon about the county’s unfunded pension liability, an administrator report about River Caddis requesting individual meetings with commissioners, and a brief update from Sheriff Vondra that his office has experienced increased activity. The meeting adjourned at 10:35 a.m.
