Board notes solar-siting decision date, cell-tower proposal and recreational-trail grant application

During the Dec. 30 special meeting, First Selectman Dana Barrow Jr. updated the board on several public-infrastructure items.
Barrow said the Siting Council is scheduled to render a decision on a local solar project by Jan. 21, 2026. He also reported a proposed cell tower would be installed on Bass Road in Windham adjacent to the Scotland town line and encouraged residents to submit opposition to the Siting Council if they wish to be heard.
Barrow described a DEEP Recreational Trails grant application for $174,000 to develop a trail from Scotland Elementary School to the Public Safety Complex, the library nature walk and the Huntington Homestead; the town would be responsible for a 20% match if awarded.
He also announced that landfill stickers are available for $25 per household from the Town Clerk and listed Town Hall septic work and community-center maintenance contracting as ongoing items.
