Scotland commission approves Kemp Road culvert replacement to federal standards

The Town of Scotland Inland Wetlands and Watercourses Commission on Jan. 6 approved IWWC #2025-006, clearing the way to replace Bridge #123-003 on Kemp Road over Kimball Pond Brook with a 20‑foot by 9.5‑foot three‑sided rigid‑frame culvert with a natural bottom. Gary Giroux, senior project manager for Cardinal Engineering Associates, presented the design by phone and described the construction staging.
The project includes installation of a temporary pipe sized to convey up to a two‑year storm to maintain brook flow during work and an estimated construction period of about four months. Giroux said the 20‑foot opening was chosen to qualify the structure for a federal program that subjects the crossing to state inspections every two years. He also said the ideal construction start would be in April of a given year.
Giroux told the Commission that Connecticut Department of Energy and Environmental Protection (CT DEEP) plans to conduct a site walk later this month as part of permit review and that the U.S. Army Corps of Engineers is reviewing the permit application. He said he would follow up with First Selectman Dana Barrow to coordinate the CT DEEP site visit once CT DEEP confirms a date and time.
The Commission moved to approve the application; the motion by Commissioner William Syme, seconded by Vice Chair Michael Wilson, passed 3‑0. With Commission approval the next steps are permit finalization with CT DEEP and any required Army Corps coordination before scheduling construction.
