WOODBURY, Conn. — First Selectman Paul Zulpa told the Board of Selectmen on March 10 that the Pomperaug River Watershed Coalition (PRWC) has fully executed the award agreement for the Three Rivers Grant and is preparing a draft memorandum of understanding and a draft RFP for engineering services, both of which the town attorney will review.
"PRWC has now fully executed the award agreement for the Three Rivers Grant. They are finalizing the draft MOU for the Town's review, and their attorney is currently completing the legal review," Zulpa said. He added that the Planning Commission issued a favorable report finding the easement consistent with the town’s Plan of Conservation and Development, allowing the easement to be presented to voters at the April 20 Town Meeting.
Zulpa also updated the board on the Hesseky Bridge (Route 317) project, saying the northeast concrete endblock is complete and that work on drainage and footings is underway. "Full-depth roadway reconstruction and paving are scheduled to begin on March 30," he said, and the project remains on schedule for a projected May 15 completion.
On cybersecurity, Zulpa said the town submitted a FY2023 grant request for $54,805.60 to the Connecticut Department of Emergency Services and Public Protection. He read the DEMHS notice that "your project(s) were tentatively approved by FEMA/CISA for funding under the FY 2023 State and Local Cybersecurity Grant Program" and said DEMHS will prepare sub-award documents for the town’s review.
Zulpa reported other town updates: meeting audio for January and February 2026 has been posted online; the Fire Department responded to 33 dispatches in February; Public Works is trialing a Vialytics camera system to document road conditions; and the Shade Tree and Sidewalk Committee met with CT DOT to discuss the Soldier’s Monument South Green (Cannon Green) improvements.
The Planning Commission’s favorable report on the Three Rivers easement means the Selectmen can place the matter before voters at the April 20 Town Meeting. The board did not vote on the easement at this meeting; staff will circulate the forthcoming draft MOU to the town attorney and then return it to the board for consideration and a potential agenda item for Town Meeting.
What’s next: Town staff will review PRWC’s draft MOU and proceed with required legal review ahead of the April 20 Town Meeting; the Hesseky Bridge project will continue toward its May 15 projected completion date.
