Board ratifies emergency paving contract for San Pedro Road after Dec. 25 water‑main break

The Board of Awards ratified on Jan. 14 the emergency purchase order issued to repair a section of San Pedro Road damaged by a Dec. 25 water‑main break.

Chip Fropi, the purchasing agent, said Superintendent Tim Nolan emailed a quote on Jan. 7 from American Paving Specialists for $19,250 to mill and pave the area affected by the break. Fropi said Nolan had noted that temperatures were forecasted to be higher than normal for a short window and that rain was expected two days later, creating a limited timeframe to complete repairs.

Fropi told the board the contractor proposed to use recycled asphalt because the plants that produce new asphalt were closed, and that Nolan had asked the work be declared an emergency so the competitive bidding requirement could be waived. "Mister Nolan had indicated to me in that email that, the temperatures were forecasted to be above average for the next few days. And, 2 days out from that, there was rain expected, which could worsen the situation there," Fropi said.

Fropi said he consulted Finance Director Dan Garrick and Deputy Corporation Counsel Robin Edwards; both responded by email agreeing that the situation qualified as an emergency. A purchase order was issued to American Paving Specialists and the board was asked to ratify the action. The motion to ratify was seconded, there was no further discussion, and the board voted in favor; Fropi announced the motion carried unanimously.

The action ratifies the city's use of emergency contracting authority to expedite road repairs and authorizes payment to the contractor under the issued purchase order.
