Beyond the zoning amendment hearing, the Montrose County Planning Commission acted on routine land-use applications.
Circle 3 Cowboy Fellowship (SU25-002): Staff said the applicant sought to expand an existing worship facility and replace the original special-use permit with a revised site plan. The applicant (identified in the record as Gary Lear, pastor of the church) described plans for a larger fellowship building and accessory agricultural support structures for events. A motion to recommend approval of the special-use permit to the Board of County Commissioners, including findings of fact and ten standard conditions, passed unanimously.
Gherkin Minor Subdivision: Staff presented a minor subdivision to divide a roughly 7.5-acre lot; the packet showed required improvements and no outstanding agency objections. The commission voted unanimously to approve the minor subdivision.
Lanoux Minor Subdivision: The applicant asked to continue consideration of a proposed two‑lot division; the commission agreed to continue the matter to the November 21, 2025 meeting at the applicant’s request.
Old Valley resubdivision (preliminary plan): Staff presented a resubdivision that includes a flowage easement related to a downstream conservation/dam district; the homeowners association president raised a procedural concern about HOA consent under Colorado statute. Staff said the issue could be resolved before BOCC action; the commission approved the preliminary plan based on findings in the packet.
Mountain View South Phase 3 (preliminary plan): The commission reviewed a residential preliminary plan with road and water improvements, a private fire-suppression pond and septic wastewater service; Tri-County Water and the local fire protection district had reviewed the plan. The commission approved the preliminary plan unanimously.
Next steps: Approved applications will be forwarded as required (some as recommendations to the Board of County Commissioners); the continued Lanoux item will return in November.
