Woodbury selectmen refer easement and right-of-way agreement for Planning Commission review

The Woodbury Board of Selectmen voted 3-0 on Feb. 27 to refer a proposed access easement and a right-of-way agreement affecting town-owned Three Rivers Park and two adjoining private lots on Westwood Road to the town Planning Commission for review under Connecticut General Statutes §8-24.
First Selectman Paul Zulpa introduced the motion to refer the agreement to the Planning Commission; Selectman Karen Reddington-Hughes seconded. Selectman Reddington-Hughes asked whether the easement would remain in effect if either private parcel were later sold. "It would, in perpetuity," Zulpa said, adding that he had received the final version of the agreement just before the meeting and that the documents were ready to be sent to Planning.
The board recorded a unanimous vote in favor of the referral, 3-0. Selectman Richard Coates then moved to adjourn; the meeting adjourned at 2:31 p.m. Deb Carlton, clerk, filed the minutes subject to board approval.
Under CGS §8-24, a referral to the Planning Commission asks that body to review municipal improvements and related agreements and to report back to the Board of Selectmen; the motion did not record a Planning Commission deadline or any amendments to the proposed agreement. The next formal step is the Planning Commission's review and issuance of a report to the Board of Selectmen.
