Chip Holcomb described an urgent problem at the Marjorie Water Treatment Plant: process piping associated with the dissolved air flotation (DAF) saturation air tank was deteriorating and adversely affecting the system’s operation. He said the piping had been scheduled for replacement as part of a plant upgrade in two to three years, but the condition required immediate work.
A board member moved to declare an emergency to waive formal bidding so the work could proceed promptly. The board discussed using GHD, the city’s on‑call engineering contractor, to provide design and project oversight and CH Nickerson (noted as the original plant builder) as the recommended contractor because of familiarity with the piping layout and current availability.
The board estimated the construction portion of the work at roughly $100,000 to $150,000; Holcomb said that estimate did not include GHD’s design fees. He also noted that if the work exceeds prevailing‑wage thresholds it will trigger state prevailing‑wage requirements and bonding. The motion to declare an emergency, waive bidding and proceed with GHD as design engineer and CH Nickerson as contractor (contingent on contracts, bonding and wage‑rate compliance) was made, seconded and approved.
The board did not provide a final contract price at the meeting and directed staff to proceed with arrangements consistent with prevailing‑wage and bonding requirements.
