Danbury board approves amended MOU with ARC, increases shelter funding to $659,839

Chip Holcomb, Danbury’s purchasing agent, told the Board of Awards on Feb. 4 that the city is amending a previously awarded memorandum of understanding and subrecipient agreement with the Association of Religious Communities (ARC) to continue management of the Danbury Support Center at 41 New Street and the Elm Street shelter.
Holcomb said the original award, approved April 23, 2025, carried a not-to-exceed amount of $530,000. The board voted to approve documents raising the not-to-exceed figure to $659,839; Holcomb said the performance period remains June 30, 2026 and that the funding sources are unchanged: the State of Connecticut Department of Housing 2024 Small Cities Community Development Block Grant and the Emergency Shelter Services grant.
Holcomb moved to approve the two documents and Cara Prunty, assistant finance director, seconded. The motion carried unanimously.
The move restores additional funding for ARC’s operation of two city shelter sites; Holcomb framed the amendment as a contract update, not a change to the performance period. The board did not specify further programmatic changes or additional reporting requirements at the meeting.
The board approved the amendment and closed discussion. The documents will be executed as authorized at the board meeting.
