Adair County awards $281,322 granular surfacing contract, sets easement compensation rates

The Adair County Board of Supervisors on Feb. 25 unanimously adopted two resolutions authorizing compensation rates for new right-of-way and temporary easements and awarding a road surfacing contract.
Resolution #2026-19 establishes a payment rate of 4.73 times the county assessor's valuation for land included in newly acquired right-of-way and 0.473 times that valuation for temporary easements, with a $200 minimum payment for any single temporary easement. The resolution cites recent county agricultural land sales as the basis for the multiplier and follows procedures outlined in Code of Iowa section 331.301. The motion to approve the resolution was moved by Wedemeyer and seconded by Christoffersen and passed on a roll-call vote (Walker, Christoffersen, Wedemeyer, Baier and Hoadley — all aye).
The board then approved Resolution #2026-20 to accept the bid from Schildberg Construction Co. Inc. for $281,322.30 for the FY26 FM Granular Surfacing Project (FMCOO1(135)-55-01) and awarded the related construction contract. The resolution names Nick Kauffman, P.E., the county engineer for Adair County, to execute contract documents once the contractor's bond and certificate of insurance are received. Wedemeyer moved the award resolution, Baier seconded it, and the board approved it unanimously.
Before the votes, county engineers discussed details related to a recent road vacation involving a portion of 115th Street. Engineer Dan Deluhery said a gate would make maintenance and access easier; the board said it is not common practice for the county to provide gates and expects landowners to install them. County Engineer Nick Kauffman said adding reflectors to a gate was feasible and that placing rock for the 198-foot approach to the property line would be straightforward because "the blade will already carry it down that way." The board also said signage reading "Road Closed" will be placed on both ends of the vacated segment.
The resolutions were introduced as part of the county engineer's project planning for Farm-to-Market routes and followed required notifications, hearings and bidding steps under Iowa law.
The award moves the FY26 FM Granular Surfacing Project into the contracting phase; Kauffman is authorized to finalize the contract after receiving required bonds and insurance.
