Senators advance budget shell bill and approve procedural moves to fold A‑bills into appropriations package

The Nebraska Legislature on Jan. 21 advanced LB12‑09, a procedural appropriations “shell” that sponsors said will make it easier to harmonize smaller A‑bills with the main budget. The clerk described the measure as a vehicle to coordinate language across multiple appropriations bills and the budget bill LB1071.

Senator Clements, who introduced the shell measure, said the changes are intended to avoid conflicts with the budget bill and estimated the consolidated A‑bills represent roughly $16.5 million in general‑fund savings. The body suspended Rule 5, Sec. 7(f) and (g) to allow those A‑bills to be detached from their parent bills and moved into LB12‑09; the motion to suspend the rules carried on a recorded vote.

Following the suspension, the chamber voted to indefinitely postpone specific A‑bills so their appropriations could be contained in LB12‑09. The body also considered and adopted committee amendments to the mainline budget (LB1071) — notably AM29‑41 and AM27‑48 — and later advanced LB1071 to engrossing. Separate floor action returned LB1072 to select file for a targeted amendment and later advanced that bill as well.
