Council approved first reading of Ordinance 01-13-2026-02 to authorize negotiation of a contract to acquire property where the city's existing water tank (referred to as the Unity tank) sits, a step city staff said is necessary to advance a planned water‑storage and pump relocation project.
The city administrator told council the South Carolina Rural Infrastructure Authority has agreed to contribute $600,000 toward the project, which complements roughly $850,000 previously approved from the city's bond proceeds. Staff said the pump relocation work will follow installation of the new tank and could take about 18 months.
Council was asked to approve first reading to allow staff to begin negotiations; final approval and any contract terms will be considered at second reading once negotiation is complete. The administrator said staff has an appraisal and that current negotiations are for an amount under $10,000 for the property, and that further details will be presented at second reading.
