The Westminster City Council approved a conditional award Monday for a downtown streetscape project covering Main Street and Retreat Street, moving the city closer to construction that staff says is timed to be complete by next Apple/Bigfoot season.
City staff told council the project design and funding package rely on a combination of an Appalachian Regional Commission award and Community Development Block Grant (CDBG) funds that flow through the South Carolina Department of Commerce. Staff recommended awarding the base bid to Foothills Contracting Service LLC and stressed the award is contingent on funding agency approval and contract review.
"We were pleased that it came very close to budget," a staff presenter said, adding that some high‑cost alternates (notably two adult swings) are likely to be removed to meet matching rules and reduce the city's local share. The motion approved a not‑to‑exceed base amount of $2,158,005, with staff authorized to pursue change orders and scope adjustments subject to agency approvals.
Council discussed mobilization and pole relocation costs and asked that businesses in the project area be notified door‑to‑door a few weeks before construction begins to reduce disruption. Staff said the bids are valid for 90 days and that additional grant negotiations could reduce or eliminate the city’s local contribution.
The award includes a standard contingency: the contract is subject to final review and approval by the state funding agencies before construction can begin.
