Westminster council adopts resolutions on civility, Black History Month and retreat priorities; votes on minutes and ordinance reading

The council voted to accept minutes for meetings held Jan. 13, Jan. 15 (special call) and Jan. 16 (special call); votes were recorded by voice vote in open session. The chair then called for a second reading of Ordinance 2-10-2026-01. A motion to approve the ordinance was made and Councilman Charles Morgan recused himself from that matter, saying he had voted on it as a member of the planning commission and filed a recusal form. Council moved and approved a resolution pledging to practice and promote civility in the City of Westminster, followed by a separate resolution designating February as Black History Month. Both resolutions were adopted by voice vote. Council then approved a resolution adopting priorities identified during a recent council retreat and discussed plans to acquire in-house streaming equipment; Kevin Bronson said staff expect a March–April timeframe to implement streaming after additional research.
