Westminster joins three-city consortium to pool c-funds for roadway resurfacing; underpass work will require railroad permits

Westminster’s council discussed plans to consolidate small paving projects with neighboring cities to make roadway resurfacing attractive to contractors and to preserve the city’s unspent c-fund allocation.
Staff member (S3) told the council the January 2026 expenditure report shows a c-fund line for roadway resurfacing with a budget appropriation of slightly more than $700,000 and an unencumbered balance. “We now have that consortium between Seneca, Wahalla and Westminster, where we'll pool our money to bid our projects as 1 project across the 3 cities,” S3 said, adding the pooled scope should increase contractor interest.
Council members raised Oak Street and Quick Street as candidates; staff noted Oak Street is a state-owned roadway and that work there would proceed with DOT consent. S3 explained that c-fund allocations can carry forward year to year but the county committee may set a deadline if funds remain unused.
On underpass repairs, Council member (S6) asked about coordination with railroads and federal regulators. S3 said, “They have to give us an encroachment permit to go through there, and it's an ordeal,” noting compliance with Federal Railroad Administration rules makes the process time-consuming but not impossible.
The council also heard that a regional shortage of small asphalt pavers has limited bids for small municipal jobs; pooling projects aims to raise the contract value to attract bidders. Staff said more scheduling details for the pooled projects should be available by March or April, after the c-fund committee finalizes allocations.
