Hackettstown Board approves $2.18 million in bills, capital projects, staffing and grants

The Hackettstown Board of Education on Aug. 13, 2025 approved routine minutes and a series of financial, personnel and program items, including $2,185,102.81 in general bills and $41,636.76 in cafeteria bills, large budget transfers, capital reserve withdrawals for building upgrades and a $98,875 regionalization grant.
The board voted unanimously to approve the general bill list of $2,185,102.81 and the cafeteria bill list of $41,636.76 after the School Business Administrator presented the registers and financial reports for June 30 and July 31, 2025. The meeting record shows budget transfers for June and July of $2,658,021.74 and $957,441.83, respectively, and the board certified there were no major over-expenditures as of those dates in compliance with N.J.A.C. 6A:23A-16.10(c). Motions during the finance section were accepted by Mr. Robert Moore and Ms. Mary Beth Maciag and carried by unanimous roll call vote.
The board authorized use of capital reserve funds for a set of projects: partial withdrawals for HVAC upgrades at Hatchery Hill and Willow Grove elementaries, camera upgrades at the middle school ($28,262.58), and a planned $956,000 withdrawal for a Middle School Courtyard Wall. Service contracts and student placements for the 2025–26 school year were approved, including tuition placements at regional vocational and specialized schools and behavioral consultation agreements. The board also approved articulation agreements with Centenary University for dual-credit courses.
Under personnel and operations, the board approved resignations, revised and new staff listings for 2025–26, leaves of absence, additional high school aide hours at $40 per hour for certain duties, athletic and co-curricular assignments, and administrative supervision pay for Saturday detention at $250 per scheduled detention. The board approved a $2,000 stipend for Angela Antoniello-Mammana as Transition Coordinator for the 2025–26 school year.
Grant allocations for IDEA and ESEA programs were authorized: IDEA Basic $490,154 and IDEA Preschool $13,679; ESEA Title I-A $288,862, Title II-A $46,498, Title III $45,350 and Title IV-A $16,013. The board also approved a cooperative agreement with Warren Hills Regional Board of Education to sustain the district’s boys’ and girls’ swim teams.
The board took first readings on multiple district policies (including P 0143, P 0173, P 0174 and others) and approved second readings for new policy/regulation P/R 7250 on school and facility names. The August HIB report and the July HIB resolutions were accepted and the August emergency drill report was approved.
During public comment, resident Dan Grzywacz asked that meeting attachments be made easier to navigate, and Victoria Grogaard asked a clarifying question about Hatchery Hill’s Pre-K pickup procedure. Superintendent Debra Grigoletti reported a request from the Football Booster Club to install a large “Home of the Tigers” banner on the bleachers; board members present expressed consent.
The meeting adjourned at 8:30 p.m. on a unanimous voice vote. Future procedural steps listed in the meeting minutes include the Rowan-conducted feasibility study funded by the SREP grant (see separate item).
