North Haledon council approves consent agenda, awards multi‑year waste contracts and authorizes $5.51M in payments

At its Nov. 12 meeting, the Borough of North Haledon Mayor and Council approved a consent agenda that bundled personnel actions, licensing, grants participation, property disposition and multiple procurement awards.
The consent agenda (Resolution CA#11-2025) was approved unanimously. Items included Resolution #182-2025 authorizing buy‑back payments to three employees (Steven Johnson, $2,170.07; Joseph Trommelen, $4,875.13; Brandon Chmiel, $3,900.00); Resolution #183-2025 granting a $250 veteran property tax deduction for the owner of 4 Moccasin Rd; and Resolution #184-2025 appointing Arolian Krasniai as a temporary full‑time leaf collector retroactive to Nov. 3, 2025 at $18.00 per hour.
Raffle licenses were approved for community organizations under Resolution #185-2025. Under Resolution #186-2025 the council authorized application to the 2025–2026 Sustainable Jersey‑PSE&G Energy Efficiency Partnership Program and acceptance of a $2,500 start‑up grant per eligible track, committing municipal staff support for outreach and technical assistance tracks.
The council accepted bids and authorized the sale and execution of real estate contracts for borough property auctioned at public sale (Block 6 Lots 7.02 and 7.01) under Resolution #187-2025.
Significant procurement decisions were approved: Resolution #188-2025 awarded the five‑year garbage disposal contract to Gaeta Recycling Co., Inc. at $93.00 per ton and a not‑to‑exceed annual amount of $375,000, subject to performance bond and other standard requirements. Resolution #189-2025 awarded a five‑year solid waste collection, transportation and disposal contract to Suburban Disposal, Inc.; the bid lists escalating annual totals starting at $558,000 for 2026 and rising to $619,000 for 2030. Resolution #190-2025 similarly awarded Suburban Disposal a five‑year recycling collection and transportation contract, with amounts beginning at $216,000 for 2026 and rising to $247,000 for 2030; the recycling schedule specifies newsprint/cardboard pickup on the first and third Wednesdays and commingled pickup on the second and fourth Wednesdays.
The council also authorized participation in the County of Passaic Cooperative Pricing System electric bids for bid groups 1 and 3, approving a contract period of Dec. 1, 2025 through Nov. 30, 2027 (Resolution #191-2025).
Finally, Resolution #192-2025 authorized payment of bills and issuance of checks totaling $5,511,379.11; the Chief Financial Officer Christopher Battaglia certified the availability of funds and the Mayor, Deputy CFO and Municipal Clerk were authorized to sign checks. All consent agenda resolutions were approved by unanimous roll call.
