North Haledon council adopts consent agenda, authorizes $2.06 million in payments and several contract changes

At its Dec. 10 meeting the North Haledon Mayor and Council adopted Consent Agenda CA#13-2025, approving payments totaling $2,064,841.05, contract increases for municipal services, procurement awards for winter products, and authorizing bids for police-department and playground projects.
Mayor Randy George opened the Borough of North Haledon Council meeting Dec. 10, 2025, and read the Open Public Meetings Law notice before the Council adopted Consent Agenda CA#13-2025. Council Member Bruce O. Iacobelli moved to adopt the consent agenda and Council Member Donna Puglisi seconded; all members present voted in the affirmative.
The consent package bundled 24 items the Council approved by roll call, including authorization to issue checks for the bills list totaling $2,064,841.05 and a set of contract and personnel actions. The payment authorization (Resolution #215-2025) empowered the Mayor, the Deputy CFO and the Municipal Clerk to sign checks after certification that goods and services had been received.
Among financial and contracting decisions, the Council:
- Approved a $24,460 increase to the Battaglia Associates financial-services contract, bringing the total to $74,460 to cover additional work and temporary finance-department coverage (Resolution #203-2025).
- Increased the NW Financial Group redevelopment consulting contract by $5,000 to a not-to-exceed total of $20,000, charged to a developer escrow account (Resolution #202-2025).
- Accepted a proposal for snow-plowing services from CSM Solutions, LLC at $225 per truck per hour, not to exceed $7,000 (Resolution #201-2025).
- Authorized participation in the County of Passaic cooperative award for winter products, accepting Morton Salt, Inc. for rock salt at $70.34 per ton and Peckham Material Corp. for liquid calcium chloride at $1.60 per gallon for the Dec. 1, 2025–Nov. 30, 2027 contract period (Resolution #204-2025).
The Council also approved personnel- and public-safety items on the consent agenda: removing Nicholas Hauser from probation effective Dec. 11, 2025 (Resolution #193-2025); appointing Jaiden Basat as a junior firefighter (Resolution #198-2025); and awarding 2025 clothing allowances to named volunteer firefighters (Resolution #199-2025). The Council authorized LOSAP (Length of Service Award Program) payments totaling $13,800 for volunteer members (Resolution #200-2025).
Tax and treasury items approved included veteran property-tax deductions for eligible owners, two tax-title lien redemptions directing checks to Dianne Clemente for redeemed certificates, and two refunds of taxes for homeowners certified by the Department of Veterans Affairs as 100% permanently disabled (Piotr Pogorzelski and Robert Santana) with refund periods and amounts specified in the resolutions (Resolutions #205-209-2025).
The Governing Body authorized several procurements and bidding steps: the Municipal Clerk was authorized to advertise for bids for renovation and upfitting of the Police Department at 535 High Mountain Road (Resolution #210-2025) and for rehabilitation of the High Mountain School playground (Resolution #216-2025). The Council also adopted year-end budget transfers totaling $132,497.13 under N.J.S.A. 40A:4-58 (Resolution #211-2025), and authorized cancellation of stale-dated checks totaling $23,043.66 (Resolution #213-2025).
The meeting concluded with a motion to adjourn; Mayor Randy George declared the meeting adjourned at 8:30 p.m. The Council’s actions were recorded as unanimous among members present (Mayor Randy George and Council Members Jacqueline Roscio, Vincent Parmese, Bruce O. Iacobelli, George Pomianek and Donna Puglisi).
