Melbourne staff to back FDOT bid for federal rail crossing safety grant

At the Jan. 27 Melbourne City Council meeting, the city manager reported that Florida Department of Transportation staff are preparing a grant application to the Federal Railroad Administration's state partnership program to fund safety countermeasures at inner-city passenger rail crossings.
The city manager said FDOT's application would seek programmatic funding for upgrades including improved traffic control devices, pedestrian treatments and lighting, and identified candidate Melbourne locations such as Creel Street, Babcock Street, Silver Palm Avenue, Seminole Avenue and Lincoln Avenue. He said staff will provide a letter of support but can withdraw it later if necessary once a full council is present.
"It's for safety improvements. I don't know how we would not support it," the city manager said, adding that the application aligns with prior transportation goals. Council members suggested the application also note infrastructure priorities such as Ellis widening and railroad concerns when staff meets with federal representatives.
Staff characterized the letter as non-binding support for safety improvements and said it would not require a formal vote prior to submission; however, they noted that a full council could later retract the letter if desired. The item will be tracked and brought back if council asks for further action.
