Melbourne meeting lacks quorum; council defers key ordinances and hearings

The Melbourne City Council convened on Jan. 27 but could not legally transact business after roll call showed multiple absences, and the council president (acting in the vice mayor role) acknowledged there was no quorum.
As a result, staff read three ordinance proposals into the record but council took no votes. Ordinance 2026-O-01, intended to amend the city code on administrative approval of final plats and several zoning and subdivision provisions, was read aloud and will be re-advertised for a future public hearing. Ordinance 2026-O-02, which would change the citys public participation rules and standards of decorum during meetings, also will return for re-advertisement. Staff likewise read Ordinance 2026-O-03, a proposed apportionment of city council district maps affecting districts 2, 5 and 6; the first-reading process could not proceed and the item must be scheduled again.
City staff told the council that when items cannot be acted upon because of attendance shortfalls they are typically re-advertised and returned for the required readings and votes. "With no quorum, there's no action tonight," a staff member said. The clerk and staff committed to re-advertising the items and scheduling them for the next available meeting dates.
Because votes were not taken, there were no formal outcomes or tallies to report. The council will consider these ordinances again once a quorum is present and the required public-notice timelines are met.
The meeting closed after routine announcements at 7:07 p.m.
