Brooksville CRA adopts amended 2025–26 budget after board presses for clearer records on grant recipients

The resolution, read aloud during the meeting, "adopts an amended budget for the City of Brooksville Community Redevelopment Agency for fiscal year 2025 beginning 10/01/2025 and ending 09/30/2026 for the original CRA area [and] the expanded CRA area," the reader stated.
Hamley, a CRA board member who led discussion of the amendment, said the budget is "pretty tight" and explained the amendment reflects commitments made since the budget was adopted Oct. 1. He told colleagues the CRA often zeroes out last year's funding during the budget cycle to match allowable projects and commitments.
A fellow board member pushed for transparency and asked for an itemized, accessible spreadsheet showing "who, what, where, and when" money was disbursed, saying, "That's unacceptable because, you know what, that's not free money." The board member said taxpayers deserve detailed accounting down to the penny and asked that the city provide clearer project-by-project breakdowns that show total project costs and the CRA's portion.
Hamley responded that the annual report available online lists recipients and amounts, but it frequently omits the specific grant date; he said he will go back through meeting minutes to extract the missing dates and fulfill the open-records request. He also noted the CRA's application requirement generally requires a minimum 1:1 match and mentioned the Jennings Building as an often-cited example of a property that has received CRA funds.
Board member Tanner moved to approve the amended budget resolution; a colleague seconded. The board solicited public input on the resolution and received none. On a roll-call vote the resolution passed: Board member Earhart (aye), Board member Hallow (aye), Board member Tanner (aye), Chair Bronson (aye).
The vote adopts the amended budget for the CRA areas for the fiscal year beginning Oct. 1, 2025. Board members asked staff to provide more detailed records of grant dates and recipients to improve transparency and public access to CRA spending information.
