Brooksville to solicit bids for updated impact‑fee study; council adopts quarterly budget adjustments

Staff explained the RFP scope—impact fees for fire, EMS, law enforcement, transportation, and parks—and presented comparative costs from other Florida jurisdictions ($53,275 to $152,357 in examples). The procurement administrator said staff would advertise the solicitation and return with bids and staff recommendations; council approved issuing the RFP and asked staff to include timeline expectations in the solicitation.
On the budget amendments, finance staff presented internal transfers to reallocate funds: covering increased legal services for pension‑attorney costs, transfers and principal/interest increases to pay off two fire‑truck loans, and increased contractual services to fund the monthly payment to Hernando County Fire & Rescue for fire services. Staff noted these amendments move funds within departments and do not draw from reserves. Council adopted the amendments 4–0.
What’s next: Staff will publish the RFP, accept proposals and return with evaluation and recommendations; staff will also implement the approved budget transfers and report back on impacts to departmental budgets.
