Britney Mitchell, presenting staff reports for both items, said the Snell Addition (CY11‑26) proposes two commercial lots (Lot 1 at about 9.15 acres containing a dealership and Lot 2 at about 1.07 acres containing a car wash). Staff noted no site changes are proposed with the preliminary plat but said any future modifications would require drainage studies and that utility easements and sign standards must conform with city code. Mitchell recommended approval of the preliminary plat with conditions including dedication of private utility easements and conformance with chapter 10 of the Mankato City Code.
On CY12‑26 (Quarry/Correvue), Mitchell presented a concept plan that depicts 11 twin‑home buildings (22 total homes) on a parcel with quarry constraints and an existing well. Staff required additional engineering steps, including a drainage study, utility and stormwater BMP modeling, potential conditional use permits for environmentally sensitive areas, and a subdivider’s agreement for public improvements. Mitchell said water and sewer connections will follow completion of Germania Park Phase 5 capital improvements.
Neighbors raised concerns about neighborhood compatibility, tree removal, stormwater and emergency vehicle access for the Quarry View concept. One resident asked for more detailed studies before approval; Terry Melvin cited previous nearby construction where yards and drainage were not fully restored and asked whether the city would ensure outstanding restoration work was completed. City staff acknowledged ongoing reconstruction in the neighborhood (8th Avenue) and committed to follow up: staff said they would pass contact information to engineering services to coordinate with residents and address unresolved issues from prior projects.
Both preliminary plats were moved and seconded; the commission voted to recommend approval to council with the staff conditions described above. Next steps: staff will require drainage and utility plans and other conditions at final plat and building permit stages; council action is scheduled for April 13.
