Ben (Bennett) Hansen, presenting for city staff, described a request by Brett Skillbred to vacate a portion of Lynn Street located west of 8th Avenue between Blocks 8 and 9 of the Columbia Park addition to enable development of slab‑on‑grade twin homes and townhomes on the eastern portion of the vacation area. Hansen said the portion proposed for vacation was never improved as a public roadway and that utility providers (including Xcel Energy) indicated they have no facilities in the proposed vacation area; staff recommended conditions requiring sign‑offs from all relevant utilities before recording the vacation with Blue Earth County and that any necessary easements be granted by the applicant.
Hansen described a concept for up to 11 townhomes across approximately 2.8 acres in the eastern portion of the area and said vacation of the right‑of‑way is necessary to avoid creating a disconnected piece of right‑of‑way and to allow the intended development. An applicant representative spoke briefly to offer availability for questions. With no public comment, a motion to recommend approval passed and the commission recorded an anticipated city council action date of March 23.
