EDA adopts 2026 Housing Choice Voucher utility-allowance schedules

The Economic Development Authority of Mankato on Jan. 26 adopted the 2026 utility-allowance schedules for Housing Choice Vouchers after a staff presentation and unanimous vote.
Ms. Fockelman said the U.S. Department of Housing and Urban Development requires an annual review and adjustment of tenant-furnished utility allowances, and that this year’s analysis by the Nelrod Company reviewed local vendor consumption rates and tenant consumption histories. "The new rates show slight increases to electric, gas, water, and sewer rates," she said.
The EDA opened a public hearing on the item; no members of the public spoke. Commissioner Lavin moved to adopt the schedules; Commissioner Melbye Kelly seconded. The clerk recorded unanimous affirmative votes and the resolution was approved.
Adopting the schedules will change the utility allowances used to calculate voucher payments to landlords and reimbursements to tenants. Staff did not enumerate individual household impacts at the meeting; HUD rules and the Nelrod analysis will determine the final per-unit allowances.
