Brooksville awards FY25/26 road resurfacing contract to Goodwin Brothers to stretch limited funds

The Brooksville City Council voted to award the FY25/26 roadway resurfacing and reconstruction contract to Goodwin Brothers after reviewing six bids and an evaluation summary.
Staff presented the evaluation and showed that three contractors scored highest; Goodwin Brothers submitted a substantially lower price and explained its local capacity and methods for keeping change orders low. Council members praised Goodwin Brothers’ prior work in the area and noted that choosing the lower bid could allow the city to repave more streets within the budget.
Goodwin Brothers’ owner, Daniel Goodwin, told council the company has a long history in the area and said his firm rarely seeks change orders, pointing to local experience and lower overhead. Council members said the procurement process followed city procedures and that staff’s scoring is based on multiple evaluation criteria, including pricing.
Council formally moved to approve Goodwin Brothers for the contract and approved it by voice vote.
Next steps: staff will finalize contract documents, coordinate scheduling and begin construction work as procurement and funding allow.
