Community groups pitch South Melbourne heritage trail and Founders Monument; council asks staff to explore grants

Councilmember Marco Smith presented a multiphase proposal to establish a South Melbourne Heritage and Cultural Tourism Trail during the Feb. 10 meeting, asking the city to facilitate grant research, community workshops and planning coordination. The plan would start with a Founders Monument at Riverview Park as a ceremonial gateway and would link nearby sites such as the American Legion Post 191, Line Street Cemetery, the Masonic Lodge and historic church sites in a series of walkable segments from about 1.3 to 2.34 miles.
Representatives of Concerned Citizens and the American Legion urged council to support the effort and publicize an upcoming founders’ prayer breakfast that organizers are using to build momentum and local fundraising. Joseph McNeal of Concerned Citizens said the group endorses the full plan; Tyrone Bryan and Major Washington emphasized veterans’ participation and community pride.
Staff cautioned that while there is broad community interest and prior consultant work (historical assessments completed in 2021–2023) to build on, the city has competing high‑priority projects—parking garage P3, CRA streetscape and other initiatives—and limited staff bandwidth. Several council members suggested an incremental approach: allow staff to research grant opportunities and hold facilitated community sessions, but not to divert funding or major staff time immediately. Council expressed consensus to let staff research grant opportunities and return with more concrete, prioritized steps; staff also recommended engaging the Tourism Development Council and other partners for potential grant support.
Organizers estimated fundraising to date for the Founders Monument and associated improvements; Smith noted previous city support, including donated park land for the monument site. Council suggested prioritizing the monument and early grant work and to return with staged action items and potential funding sources.
