Coweta council adopts stormwater code changes, approves emergency clause

The Coweta City Council on Nov. 3 adopted Ordinance 911, amending Title 14 of the Coweta City Code to add post-construction stormwater performance standards and to adjust penalties for violations of the city’s Stormwater Management chapter. Council recorded unanimous support for the ordinance and for its emergency clause, making the changes effective immediately.
Public Works Director Edgar Barroso led the council discussion of the ordinance following an update from Morgan Lozoya of engineering firm WSB on the city's Stormwater Management program. The amendment adds required post-construction performance standards to be met after development is completed and separates penalties for first and subsequent violations of Chapter 14-2.
The ordinance was adopted by motion (Naomi Hogue, second Jeremy Barnett); the meeting minutes record ayes from Naomi Hogue, Jeremy Barnett, Lauren Givan, Joshua Wilburn and Donald Vieth on both the ordinance adoption and the emergency clause.
There is no separate record in the Nov. 3 minutes of any appeals, amendments or a second reading; because the emergency clause passed, the ordinance is recorded as effective immediately.
