Coweta Council accepts Wynstone Phase IV infrastructure; tables legal engagement, budget amendment and concealed-carry ordinance

The Coweta City Council on Feb. 2 approved Resolution 2026-04 accepting paving, grading, sanitary sewer and drainage improvements as dedicated public infrastructure for the Wynstone Phase IV subdivision, with conditions required to be completed within 30 days. Community Development Director Jessica Zwirtz presented the final plat and the council voted unanimously to adopt the resolution on a motion by Mayor Naomi Hogue, seconded by Vice Mayor Jeremy Barnett.
The council also moved to delay action on a proposed Letter of Engagement with the Center for Economic Development Law to draft a development agreement for a Tax Increment District tied to "Project Atlas." Several residents raised concerns about timing and transparency, arguing the city should not pay for legal work before the planned-unit development and rezoning are finalized. On a motion by Councilmember Donald Vieth, seconded by Councilmember Joshua Wilburn, the council voted to table the engagement; the motion passed unanimously.
Council similarly tabled Resolution 2025-45, a proposed budget amendment to appropriate $50,000 in the General Fund for legal services related to the engagement, and tabled Ordinance 912, which would authorize certain elected officials and municipal judges to carry concealed firearms under specified circumstances. The budget amendment was tabled on a motion by Mayor Hogue, seconded by Donald Vieth; the ordinance was tabled indefinitely on a motion by Mayor Hogue, seconded by Vice Mayor Barnett. Every recorded vote on those items was recorded as "Aye" for Naomi Hogue, Jeremy Barnett, Daniel Beatie, Donald Vieth and Joshua Wilburn where applicable.
Public commenters (several residents who spoke during the discussion) urged the council to postpone commitments until zoning and PUD actions are complete, questioned the use of public funds for private-development agreements, and sought greater transparency in negotiations related to Project Atlas. Resident Jacki Prather separately asked the council to revisit notification requirements for rezoning, saying nearby property owners were negotiating sales to the developer and that properties beyond the 300-foot notification radius could experience light and noise impacts.
The meeting minutes show no formal action was taken on the substance of the Project Atlas TID or the concealed-carry ordinance; the council left those matters pending further review and refinement.
