Coweta Council approves routine purchases, budget amendment and multiple resolutions

The Coweta City Council unanimously approved a set of routine administrative actions at its Dec. 1 meeting, including the consent calendar, a $10,954.78 equipment purchase for the fire department, several resolutions on easements and bank signatories, and a $125,000 amendment to the FY26 budget.
The council voted to approve the consent calendar — which included the Nov. 3 meeting minutes; two Oklahoma Department of Environmental Quality permits related to the Spradlin Estates III sanitary sewer; and an invoice for $1,650 to the Eastern Oklahoma Development District for CDBG No. 19508. The motion was made by Mayor Naomi Hogue and seconded by Councilmember Jeremy Barnett and passed with recorded aye votes from Naomi Hogue, Jeremy Barnett, Joshua Wilburn and Donald Vieth.
Fire Chief Brian Woodward requested authorization to purchase seven KeySecure 6 apparatus key vaults and six electronic keys from Knox Company for $10,954.78, paid from the Capital Improvement Fund (account 12-5404.009). The council approved the purchase on a motion by Mayor Hogue and a second by Barnett; the vote was unanimous.
Council adopted Resolution 2025-44, accepting a 10-foot sanitary sewer line easement from Loren and Melody Payne for property near 607 South Old Main St. The motion was made by Mayor Hogue and seconded by Barnett and passed unanimously.
The council also approved a Memorandum of Understanding with the Muscogee (Creek) Nation concerning roads the Nation proposes to add to the National Tribal Transportation Facility Inventory; and adopted Resolution 2025-40, authorizing Naomi Hogue (Mayor), Julie Casteen (City Manager), McKay Hale (Assistant City Manager) and Marcy Kilgore (City Clerk) as bank signatories for accounts at First National Bank of Coweta, RCB Bank of Coweta and BancFirst. Both actions passed unanimously.
On fiscal matters, the council adopted Resolution 2025-43, amending FY26 appropriations by moving $12,400 from unencumbered fund balance, recording $12,600 in miscellaneous revenue and recognizing $100,000 in building permits for a total of $125,000 to fund salaries and benefits in the General Fund. The motion carried unanimously.
One budget item — Resolution 2025-45, a FY25 budget amendment to appropriate $50,000 in the General Fund for legal services to be provided by the Center of Economic Development — was discussed and tabled to the Jan. 5, 2026 meeting.
