The Coweta City Council on Jan. 5 tabled action on a proposed engagement with the Center for Economic Development Law to draft a Development Agreement for a Tax Increment District tied to Project Atlas and a related $50,000 budget amendment for legal services.
City Manager Julie Casteen outlined the Project Atlas timeline and said the Planning Commission public hearing is set for Jan. 19, 2026, and the City Council public hearing is scheduled for Feb. 2, 2026. Councilmembers said they wanted more time to review the proposed legal engagement and proposed appropriation. Mayor Naomi Hogue moved to table the contract engagement and the accompanying Resolution 2025-45; Vice Mayor Jeremy Barnett seconded the motion, which the Council approved unanimously.
The tabled items are procedural steps toward establishing a Tax Increment District (TID) for a data center project staff called "Project Atlas." The tabled $50,000 amendment would appropriate General Fund money for outside legal services to draft the development agreement. The Council did not adopt the amendment; no funds were encumbered.
Why this matters: a development agreement and a TID determine how future tax increment revenues and infrastructure responsibilities are allocated between the City and the developer; delaying the engagement postpones formal negotiations and any legal work funded by the City.
Next steps: staff said the items will return to the Feb. 2, 2026 City Council agenda for further consideration and possible action.
