Franchisee seeks quick-lube in Winter Springs town center; commissioners weigh walkability and aesthetics

Summary
Neeru Sharma, franchisee for Strickland Brothers 10 Minute Oil Change, presented a nonbinding preliminary review for a town-center location; commissioners praised the cleanliness claims but raised concerns about walkability and how the site would fit the town-center character.
At a Feb. 23 commission meeting, senior planner Janelle Garnett introduced a nonbinding preliminary presentation from a Strickland Brothers franchisee seeking conditional-use approval for a quick-lube business on Lot 3 in Sutton’s Crossing (town center). Franchise owner Neeru Sharma said the brand emphasizes speed, cleanliness and environmental safeguards (sealed pits, no water contact with oil, vendor Crystal Clean for oil recycling) and said the business model is popular at other Florida locations.
Commissioners acknowledged a local need for convenient services but questioned whether a drive-in, quick-lube would fit the town center’s walkability goals and whether the small parcel suggested by the proposal was the right use. Mayor Kevin McCann urged beautification measures — such as red-brick accents — and coordination with neighboring properties. Sharma said the brand has adapted designs in other cities to blend into local contexts and offered to work with staff on colors and materials.
No binding decision was made; the presentation is a step in the community development process and the project will require a conditional-use review and formal application under the town-center (T5) transect zoning.
