FULTON COUNTY — The Fulton County Board of Commissioners on Jan. 13, 2026 approved a multi-year grant agreement that designates Franklin County as the "single county authority" for Drug & Alcohol Program administration covering 2025–2030.
Executive Development Director Julie Dovey presented the 2025–2030 Franklin/Fulton Grant Agreement #4100101172, which the commissioners approved and executed on a motion by Commissioner Randy H. Bunch. The agreement is between Franklin and Fulton counties and the Pennsylvania Department of Drug & Alcohol Programs for operation and administration of a single county authority.
At the same meeting, the board approved the 2026 Certification of County Funds as presented by Interim County Treasurer Amy Bishop. Commissioner Hervey P. Hann moved to approve the certification; the motion carried unanimously.
The approved grant agreement formalizes Fulton County’s participation in a regional administrative arrangement for substance-use disorder services overseen by the state program. The minutes record no dissent or additional conditions attached to the county’s approval.
The commissioners conducted multiple short executive sessions on personnel matters during the meeting; no actions taken in executive session were included in the public motions recorded. The board adjourned at 11:33 a.m.
