Fulton County hires KB&S to review Prothonotary's Office; board authorizes MATP allocation letters

The Fulton County Board of Commissioners voted unanimously Feb. 3 to hire KB&S (Kulla, Barkdoll & Stewart, P.C.) to provide legal and consulting services for a review of the county Prothonotary's Office.
Commissioner Hervey P. Hann moved to approve the engagement letter; the motion carried with all commissioners in favor. The meeting minutes record that separate minutes are on file for related hearings and that later in the afternoon the board and HR conducted interviews for Prothonotary's Office candidates.
The board also authorized Commissioner Steven L. Wible to execute Medical Assistance Transportation Program (MATP) allocation letters for two fiscal years: $464,875.00 for FY 2024–2025 and $491,875.00 for FY 2025–2026. Commissioner Hann made the motion to authorize execution of those allocation letters; the motion passed unanimously.
Other administrative items tied to staffing and operations were approved at the same meeting, including the January 2026 Retirement Fund Report presented by HR Administrator Mary Huston and travel requests for Services for Children Director Christine McQuade and Fiscal Technician Stephanie Mellott to attend a March conference in State College. The meeting record also shows the board approved a laptop quote submitted by Rick Grissinger of Elect IT for jury-coordinator duties to be used in Franklin County.
