Fulton County commissioners approve hiring, invoices and administrative policy updates in routine session

FULTON COUNTY — The Fulton County Board of Commissioners approved a series of administrative motions during its Jan. 13, 2026 meeting, including hiring, vendor invoices, and revisions to personnel and program paperwork.
Commissioner Randy H. Bunch moved to hire Angie Horton as Enforcement Officer 1 in the Domestic Relations Department, effective Jan. 26, 2026; the board approved the move. A separate Salary Board meeting set Horton’s pay consistent with the collective bargaining agreement.
The board approved account payables dated Jan. 13, 2026 totaling $135,622.38, with $66,644.09 charged to the General Fund and the remainder allocated among the SFC Technology Grant, 911, Domestic Relations and Capital Projects funds. Commissioner Hervey P. Hann made the motion to approve the payables; the motion carried unanimously.
The commissioners approved vendor and program payments including a CCAP PCoRP second installment invoice for $45,442.00 and a SAP&DC invoice for $8,598.00 for local transportation support. Commissioner Steven L. Wible moved to approve the CCAP invoice; Commissioner Randy H. Bunch moved to approve the SAP&DC payment; both motions were approved unanimously.
On IT matters, the board approved a renewal quote for ASPIRE two-factor authentication submitted by Rick Grissinger of Elect IT.
Program and policy paperwork was also adjusted. The board approved a revision to the LERTA application to specify “Inspection by Zoning Officer or Fulton County Planning.” They also approved an Application for Burial Expenses for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968) with payment to his surviving spouse, Janet McGinnis.
The commissioners accepted Ronald Richards as the real estate agent to list the county-owned property at 119 N. 2nd Street, McConnellsburg, Pennsylvania, at a 3% commission. The meeting included multiple executive sessions for legal and personnel matters; each motion recorded in the minutes was approved "All in favor." The board adjourned at 11:33 a.m.
