Board reviews Green Complete Streets plan, approves routine contract change order and permits

The La Crosse Board of Public Works reviewed staff's Green Complete Streets reporting for 2025–2027 and approved the report Jan. 26, along with routine contract and permit actions.

A city staff member summarized the green complete streets package as a three-year review of planned pavement, pedestrian, stormwater, transit, ADA and bicycle improvements that staff will incorporate into capital project designs. "We're making improvements to pedestrian transit, traffic, and storm infrastructure on our projects," the staff presenter said, noting projects are reviewed on a three-year rotation and are drawn from adopted plans and council direction.

Board members asked how street repairs are prioritized and how citizens can engage; staff said prioritization follows adopted plans (bicycle and pedestrian master plan, ADA transition plan) and council direction, and that staff accepts public requests and referrals to advisory committees for input.

On other business, the board approved a construction contract change order (CTYH2025049) after a motion by Director Gallagher and a second from Council President Dickinson; there were no final construction payments to act on today. The board referred a Delberg Street privilege permit (121 4th Street South) for one week because staff reported missing information and approved a Miles Wilkins hanging-sign permit for a building projecting over the sidewalk; staff noted that field verification of clearance will be required at installation.

All routine motions discussed during the meeting passed unanimously. The mayor adjourned the meeting shortly after the last permit vote.
