Scotland selectmen review finances, approve budget transfers and note STEAP grant and septic replacement requirement

The Scotland Board of Selectmen received a treasurer’s report at its July 23 meeting and approved recommended budget transfers as presented.
Treasurer David Zito submitted the financial report attached to the minutes. Selectman Michael Gurnack moved to approve the Treasurer’s budget transfer requests; Selectman Bart Laws seconded and the motion carried.
The board said it has been reviewing expenditures closely and will continue to look for savings. The town received a STEAP grant of $248,651 for municipal safety complex and community hall repairs and upgrades; the grant requires a town match of $27,628 and Selectman Michael Gurnack was asked to oversee the grant.
The board also addressed infrastructure needs: a recent Environmental Health inspection found the town’s septic tank is beginning to collapse and currently sits 35 feet from the well; state requirements mean the tank must be moved to be at least 75 feet from the well. The board said it will have Civil 1 design the new location so the town can bid replacement work; the selectmen noted this corrective work is required independent of the Town Hall renovation project. The civil engineer has completed line-of-site and drainage studies for the Town Hall renovation and the board is awaiting final drawings for cost estimates.
Other items included the need to repair or replace the town mowing tractor (waiting on parts), ongoing bridge grant work and inspections, a speed study of the town center and temporary speed signs on Brooklyn Turnpike, a planned cell-tower installation on Bass Road in Windham near the town line, and availability of landfill stickers for $25 per household. The meeting adjourned at 7:55 p.m.
