Jonathan Owen, owner of Forest Wisdom, presented a special permit application to allow a house at 51 Palmer Road to be used as a place of worship and told the Scotland Planning & Zoning Commission on Sept. 22 that he had provided floor plans, parking and property maps requested by staff.
Commissioners and staff noted fire‑safety limits: the building can accommodate up to 49 attendees indoors; if attendance exceeds 49, emergency lighting and exit signage would be required and approvals from EHHD and the town building inspector would be needed before larger events could occur. Building inspection notes from D. Barrow recommended adding exit signs and a stair railing.
Commissioners discussed whether conditions could be applied that would terminate the permit on sale of the property or require periodic reviews. Staff said temporal renewals or two‑year reviews might be possible but restrictions tied to ownership present legal constraints; the permit, staff advised, typically "runs with the property." After public questions, the Commission closed the hearing and noted it has 65 days to render a decision under the applicable timetable.
